Dear President Roh Moo-Hyun

Nationwide attacks on KGEU offices and arrest of union members

 

             The International Confederation of Free Trade Unions (ICFTU), which represents 155 million workers through its 241 affiliates in 156 countries and territories, including Korea, vigorously condemns the deployment of brutal force by the Korean police against the PSI-affiliated Korean Government Employees Union (KGEU). The ICFTU shares the profound concerns expressed by Public Services International (PSI) at this operation in which at least 81 KGEU offices have been closed down. The government’s use of police to storm KGEU local offices throughout the country, to breakup the sit-ins and rallies, as well as the arbitrary detention of at least 6 members of the KGEU constitute a severe violation of basic trade union rights. We are reliably informed that some union members were injured, and in at least one case required emergency hospital treatment.

             This action shows a clear lack of respect for internationally-recognised labour standards by the Korean authorities, notably the fundamental conventions of the International Labour Organisation (ILO). May I remind you that as a member of the ILO the Republic of Korea has an obligation to uphold those standards.

             The ICFTU fully supports the KGEU. We deeply regret that, in spite of repeated requests by the international trade union movement, the situation continues to deteriorate.

The ICFTU strongly urges your government to immediately: 

- Cease all attacks on the KGEU local offices;

- Withdraw with immediate effect the “Directives to Promote the Transformation of Illegal Organisations into Legal Trade Unions (Voluntary Withdrawal of Membership)” as it is in violation of the principles of freedom of association.

- Enter into dialogue with the Korean Government Employees Union (KGEU) with a view to implementing fully the recommendations of the ILO Committee on Freedom of Association as set out in its recent report of March 2006, (Report No 340, Case 1865).

We urge your Government to take the necessary measures to guarantee full labour rights for public employees in Korea without further delay. If you fail to do so, the ICFTU will have no other option but to bring your Government’s consistent disregard for fundamental trade union rights to the attention of the ILO.
